Os conjuntos do Núcleo Orquestral do Programa , que inclui as Orquestras Sinfônica , de Sopros , Guerra-Peixe , Infantil Interculturalidade e um conjunto de música de câmara têm atuado no cenário cultural local em diversas oportunidades e sempre com excelente aceitação do público . Além destes , a Companhia de Ballet do município , valorizada e recuperada , agora dispõe de uma sede própria , após duas décadas de existência . Também em 2014 , foi construído o Centro de Artes e Esportes Unificados ( CEU Ismael Silva ), importante complexo esportivo e cultural , em Jurujuba . Com um público médio mensal de cinco mil pessoas , o espaço oferece diversas oficinas e atividades artísticas e esportivas e é o único do país a oferecer um pré-vestibular social .
Um dos mais importantes avanços na área foi o lançamento do edital da Lei de Incentivo à Cultura de Niterói em 2017 , que possibilita a execução de um grande número de projetos culturais por meio de renúncia fiscal . A Fundação de Arte de Niterói também lançou mais dois editais de fomento cultural : de Fomento às Artes e de Pontos de Cultura e Pontões , com financiamentos exclusivos da Prefeitura .
Em parceria com o Ministério da Cultura e a Agência Nacional do Cinema ( Ancine ), a Prefeitura iniciou em 2019 uma série de medidas para transformar Niterói em uma referência no apoio à produção audiovisual . As iniciativas compõem o programa Niterói Cidade do Audiovisual , que pretende tornar o município um cenário de produções e , dessa maneira , fortalecer o turismo e o comércio niteroienses . Apostar no setor audiovisual , além do perfil cultural , significa uma possibilidade de diversificação econômica da cidade .

Until the beginning of the 19th century , the local landscape was like this : cane fields to the north and on the sea and lagoon shore ; banana and orange groves in the center and south ; the fishing activity in Piratininga ; the whaling in the Ponta d ’ Areia shore to extract the oil used for lighting ; and very busy ports in Taipu , Carahy , Boa Viagem , São Domingos and Praia Grande , due to the continuous shuttle of boats exchanging goods .
Only in 1819 , Arraial da Praia Grande , which covered São Domingos and its four parishes ( equivalent to districts ), began to develop as an urban center . That year , a charter from King Dom João VI promoted the hamlet to village status , creating the City Council , giving administrative independence to the village , until that time subordinated to the city of Rio de Janeiro .
