NITERÓI IN FACTS AND PHOTOS is another beautiful release by DB Editora and brilliantly crowns our 15 years of existence , always acting with responsibility , great care and quality , both graphic and editorial . This work is the third cultural project carried out by our publishing house through an Incentive-to-Culture Law ( Law 3182 / 2015 ), which came into force in August 2017 . This law is of utmost importance for the city of Niterói , as it aims to foster cultural projects , which is why it is sought-after by artists , producers and companies in the segment . Projects can be fully incentivized by individuals or legal entities , with the tax waiver of the Urban Real Estate Property Tax ( IPTU ) and / or the Service of Any Nature Tax ( ISS ), with a refund of up to 100 % of the value , without bureaucracy , in an agile and simplified way .
All of us from DB Editora are very honored and grateful to be part of this new cultural period that begins in Niterói – one of the few cities in Brazil with a Municipal Incentive-to-Culture Law . We congratulate and thank immensely all the organs of the City Hall involved in this process , such as the Culture Department , the Finance Department , the Niterói Art Foundation ( FAN ), the Niterói Leisure and Tourism Company ( Neltur ) and each one of the dedicated employees of the department that coordinates the Municipal System of Financing to Culture of Niterói ( Simfic ).
The support from the City Hall had great importance in carrying out several stages of this work . We offer a special gratitude to Leonardo Caldeira e Sousa , General Coordinator of the Niterói ’ s City Hall Social Communication Department , responsible for communication with public agencies for our collection of information and access to municipal cultural facilities .

The book NITERÓI IN FACTS AND PHOTOS was a much desired and fought-for project for some years . As it is a product of editorial wealth and great graphic quality , it has a high production cost , and its fulfillment was only made possible because of the Incentive-to-Culture Law . This work would never be made public if it were not for people and companies willing to believe and promote cultural projects .
The Hospital Complex of Niterói ( CHN ), due to the recognized work of its director , the visionary Dr . Ilza Fellows , well-known for her extreme competence , became one of the biggest sponsors of cultural projects in Niterói . A company made of people for people , whose main concern is the human being .
When it started its activities in 1953 , with Dr . Humberto Dantas as chairman , the institution provided outpatient care , with an exclusive focus on oncology for the poor . After a long journey and several strategic changes , from 2008 onwards , CHN , under the management of Dr . Ilza Fellows , began a process of decisive transformations in its operation , which included in 2010 the achievement of Level I in accreditation by the National Organization of Accreditation ( ONA ). The second achievement came two years later , when the same entity awarded it the Level III , considered the highest in Management Excellence Accreditation .
Currently , CHN is at the forefront of hospital technology , composed of five care units with approximately 40 thousand square meters , being the largest complex in the State of Rio de Janeiro and the first in the country with a specific accreditation : the Destination of Emergency Services granted by IQG-Health , in addition to being a state reference in kidney transplantation and responsible for 60 % of bone marrow transplants in the State of Rio de Janeiro . Considered one of the best hospitals in Brazil , it still maintains its social role , not only encouraging cultural projects , but acting as a citizen company , with specific actions that benefit the society . Undoubtedly , the Hospital Complex of Niterói is a pride for the city .
For all these reasons , our more than special thanks to the only project sponsor of the book NITERÓI IN FACTS AND PHOTOS , the CHN , which made this dream achievement possible , this beautiful work that will remain in the history of the city ’ s culture .
