Multiple Measurement Ratings still in place over Adequate Yearly Progress As a result of the Minnesota’s 2012 No Child Left Behind (NCLB) waiver approval, the Minnesota Department of Education (MDE) created Multiple Measurement Rating (MMR), a new system of school recognition, accountability and support. The state’s goal with this new system is to reduce the achievement gap by 50 percent in by 2018. Under NCLB, school districts were required to meet Adequate Yearly Progress (AYP) targets while also being required to set aside 20 percent of their federal Title I money at each qualifying school. This money was to be used to provide parents the option of getting free tutoring for their children or transferring them to another school if their school was under sanctions for not making AYP targets. Under the new MMR system, the money that had been set aside is being used to strengthen programs in schools with the greatest need. AYP is still being calculated, but it is not be used for accountability purposes and sanctions for Title I schools. As the name implies, MMR uses multiple measures to gauge school performance in four areas: • Did the school meet its performance target? • Did the individual students meet their growth target? Put more simply, are students making expected progress? • Did the school make progress closing its overall achievement gaps? • In the case of high schools, did the school increase its graduation rate? The most positive change for schools and school districts is that student growth is considered among the measurements.
