The Town of Jupiter operates under the council-manager form of government. This system of local government combines the strong leadership of elected officials with the strong managerial experience of an appointed municipal government manager.

The Mayor and Council Members are elected to represent the citizens of the community and to develop policy that is responsive to community needs and wants. The Town Council – a board of five elected officials – also approves budgetary and financial activities, and sets the Town’ s strategic direction and vision. Working with the Town Council, the Town Manager directs the Town’ s operations, managing departments that deliver the Town’ s services, programs and special projects. Town Manager, Frank Kitzerow was hired in 2022 after a long and distinguished career in law enforcement, including 13 years as Jupiter’ s Chief of Police.
