WELCOME, Barbara Kennedy (Texas) and Chane Eplin (Florida).
Dr. Barbara Kennedy, NCSTIIID Member-At-large, is the Director of English Learner Support at the Texas Education Agency in Austin, Texas. She is a Texas educator with over thirty years of experience in teaching in multilingual classrooms, preschool through adult. Trilingual in English, Spanish, and German, Dr. Kennedy is passionate about the importance of providing English learners the opportunity to develop their primary language(s) to a high degree while also becoming strong communicators in oral and written English. Dr. Kennedy is one of the authors of the Guiding Principles for Dual Language Education, 3rd edition (2018) and has published articles and book chapters on bilingual education topics. She served as a bilingual elementary teacher and administrator in the Austin area and was Director of Dual Language/Bilingual at the Center for Applied Linguistics in Washington, DC, for four years, where she had the opportunity to work with program directors, campus principals, and classrooms teachers across the country on program implementation and best practices in English learner pedagogy. Dr. Kennedy is very excited about the opportunity to serve as a Member at Large on the NCSTIIID Board. She looks forward to exploring ways to support state leaders in encouraging and facilitating implementation of highly effective and impactful English learner programming that is aligned with current research on best practices.
Chane Eplin, NCSTIIID Treasurer, has served Florida’s English Language Learners (ELLs) for over 35 years as a teacher, administrator, professor, consultant, tutor, and, perhaps most importantly, as a friend. It has always been his goal to make a positive difference in the lives of Florida’s ELLs and their families. As chief of the bureau of Student Achievement through Language Acquisition, Mr. Eplin’s goal is to share his knowledge and experience as an English for Speakers of Other Languages (ESOL) teacher and administrator with Florida’s educational leaders and teachers of ELLs, believing that if we provide the appropriate education and tools to our ELLs, including the provision of quality ESOL services, ELLs will master both the English language and their grade level academic standards in content areas, acquiring the skills necessary for college and career success.
