PATRICIA FRON Chicago Area Fair Housing Alliance
Patricia Fron is the executive director of the Chicago Area Fair Housing Alliance
(CAFHA), a consortium of fair housing and community based organizations, government
agencies, and municipalities working to combat housing discrimination and promote
integrated communities of opportunity. Fron coordinates CAFHA’s advocacy initiatives;
provides fair housing education and technical assistance to municipalities, service providers,
and other stakeholders; and spearheads CAFHA’s research initiatives. Fron is a skilled
coalition-builder who is passionate about progressive housing policy reform and community
engagement. Patricia received her M.S.W. degree from Loyola University Chicago.

JUAN CARLOS LINARES Latin United Community Housing
Association
Juan Carlos Linares builds communities and advances housing as a human right. He is the
executive director of LUCHA (Latin United Community Housing Association), a Chicagobased affordable housing development and counseling agency. There, Linares leads a staff
of 36 to manage 153 units and $22 million in real estate assets and to counsel thousands
of residents throughout the Midwest on home buying, foreclosure prevention, and legal
assistance annually. An attorney for over 14 years, he is an appointed commissioner with the
Chicago Planning Commission and chairman of the Illinois Advisory Committee for the
US Commission on Civil Rights. He is a founding board member of Legal Prep Charter
Academy on Chicago’s west side and serves on the Advisory Council of Northeastern Illinois
University’s El Centro campus, where he teaches political science. Linares lives with his
wife, attorney Monica Torres-Linares, and two children in Hyde Park, Chicago.
