Middletown, Connecticut
Quentin “Q” Phipps serves as the Middletown Connecticut City Treasurer.
Phipps attended Bryant University in Smithfield, Rhode Island and earned
a bachelor of science in business administration. After graduating from
Bryant, he continued working in the banking sector. Phipps is involved with
numerous charitable and service organizations. He serves on the Oddfellows
Playhouse Youth Theater Board of Directors, Mount Saint John’s Board of Directors, Middlesex
Substance Abuse Action Council Board of Directors and as an active member in Cross Street
Zion A.M.E. Church. In 2007, Phipps filled a vacancy on the planning and zoning commission
where in 2009 he was unanimously elected chair. As city treasurer, Phipps develops strategies
to provide tax relief, invest in local businesses, and utilize best practices on fiscally responsible

Emma Pinter
City Councilor
Westminster, Colorado
Emma Pinter was elected to Westminster City Council in November of
2013. She is a small business owner of a technology company. She serves
on the Westminster Board of Building Code Appeals and is a graduate
of the Westminster Citizen Fire Academy. She is also the former president
of Westminster Mom’s Club and served on the committee for the Colorado
Bar Association high school mock trial competition.

District Trustee
Fresno, California
Trustee Eric Payne is a Fresno native who was recently elected to the State
Center Community College District. After growing up in a single-parent
home and graduating from Washington Union High School, Payne got a
bachelor’s degree in biology and chemistry and a master’s in microbiology
at the University of Alabama. Trustee Payne is the southwest Fresno site
director for the Building Neighborhood Capacity Program, a federal initiative that the city of
Fresno established. He serves on the city’s general plan update advisory committee. Payne also
volunteers in his southwest Fresno neighborhood, mentoring three high school students. He is an
active member of the Association of Community College Trustees, Community College League
of California, Fresno Rotary, United Negro College Fund, and The NAACP. @MrMagooooo
