Annual Financial Statements REPORT OF THE ACCOUNTING AUTHORITY The accumulated surplus at the end of the 2010/2011 financial year was R4 622 699. The surplus is attributed to: • • • • The submission relating to the increase of Tribunal member fees, for which approval is awaited; The planned relocation of the Tribunal, which has not yet taken place; The unfilled vacancies at the Tribunal; A focus on cost management, yielding cost savings in operating and administrative areas. In addition, the majority of the cases received relate to consent order applications and it was decided to allocate approximately eight consent order matters to one member at a time. These matters are adjudicated in chambers, leading to substantial cost savings. Overall, the Tribunal has fulfilled its mandate and has used its funding efficiently and diligently. Executive committee and Tribunal members’ remuneration The Chairperson of the Tribunal is custodian of the Tribunal’s corporate governance and ethical code, provides strategic leadership to the Tribunal, is responsible for overseeing the adjudication of matters brought before the Tribunal, and is responsible for forging and maintaining strategic relations with key stakeholders. The CEO/Registrar and her managers, namely the Case Management Unit Supervisor, Registry Supervisor, Corporate Services Supervisor, Communications Specialist (outsourced), Finance Services (outsourced) and ICT Specialist comprise the executive committee of the Tribunal, implementing the Tribunal’s strategy and providing direction for its operation. The Chairperson attends the Executive committee meetings of the Tribunal as an observer. The tables below shows the total annual remuneration (total cost to company) of the Chairperson, Tribunal members and executive committee members. Any other allowances are disclosed as such. The Tribunal does not contribute towards a pension or provident fund. A provision has been raised for the CEO/Registrar’s performance bonus, as the assessments will only be finalised in May 2011. The provision is included in provisions under note 6 in the Annual Financial Statements.
