The popularity of off-highway / all-terrain

vehicles and golf carts resulted in efforts through multiple sessions by Texas lawmakers to ensure clear authority and requirements for on-road usage . Although there are a couple more pieces needed to completely clarify the issue *, this is where we are today .
Only NEV / LSV may legally be driven on most roadways ( unless prohibited by local governments ). All other “ special ” vehicles require a license plate if allowed by ordinance . Plates may be obtained from any county tax office at a cost of $ 14.75 and must be accompanied by a GCTO ORV form . This form , and a complete listing of all cities allowing or prohibiting on road use are posted on the GCTO home page at www . galcotax . com ( under Hot Topics and Motor Vehicle Information ) and in all GCTO offices .
Please note that the Governor ’ s COVID-19 disaster declaration remains in effect for motor vehicle titling and registration thus off ORV and golf cart owners have 60 days from date of declaration end to comply . Avoid the line and obtain plates via USPS !
* House Bill 1548 ( 86th Session ), intended to allow use on beaches if permitted by counties . Since beaches are considered highways , further changes planned to address remaining concerns .
