Policy principles to support a competitive manufacturing sector . Michigan must :
■ Help employers control health care costs .
■ Encourage innovation and flexibility in plan design .
■ Resist interference in private contracts , price fixing and artificial constraints on the health care market .
■ Avoid the temptation to mandate health insurance coverage for medically unnecessary procedures .
Specific Actions for Leaders :
■ Continue the cost-saving state policy of only authorizing new medical facilities and services when approved by the Certificate of Need Commission .
■ Prevent future tax increases by defending the repeal of the Health Insurance Claims Act ( HICA ) tax .
■ Reject legislation mandating health care coverage that reduces ability to provide flexible coverage to meet the needs of various employers and employees .
■ Support free-market principles and protect the intellectual property rights of stakeholders in the health care market .
■ Encourage policies that allow employers and health insurers the flexibility to design plans that address potential post-COVID medical services .
■ Guard against efforts to implement anticompetitive and discriminatory regulations on pharmaceutical manufacturers .
■ Protect manufacturers ’ intellectual property by limiting state-mandated reports on pharmaceutical formulas and pricing equations .
