Tax Policy
Secured the future of the Going PRO Talent Fund (formerly
the Skilled Trades Training Fund), which has provided
over $100 million in talent-focused funding for new
and incumbent workers. ( Public Act 260 of 2018) Saved manufacturers more than $1.5 billion
(and counting) since 2016 with the MMA-led
Personal Property Tax (PPT) exemption through
a successful statewide ballot campaign.
Helped implement the Marshall Plan for Talent, a
multi-year, $100 million investment in career
and technical education and competency-based
education. ( Public Acts 227-228 of 2018) Extended filing deadline for the exemption for
Manufacturing Personal Property Tax to ensure
manufacturers took advantage of the new exemption
in 2016 (Public Act 108 of 2016) and enhanced the
extension with an appeals process to help avoid loss
of the exemption for late filing. (Public Act 42 of 2017)
Bolstered homegrown manufacturing talent to close
Michigan’s talent gap by giving students greater
access to career exploration and diverse career
pathways while addressing critical CTE instructor
shortages and course flexibility. ( Public Acts 229 -232,
234-235, 266 of 2018)
Successfully launched PRIME® programs in high schools
across the state to provide employer-driven talent
solutions. This partnership with the SME Education
Foundation is a manufacturing-focused, localized
curriculum program to fit industry’s unique needs.
Environmental Policy
Revised Part 201, setting clear standards for
environmental cleanup to enable certainty and
closure of remediation sites. ( Public Act 581 of 2018 )
Saved manufacturers more than $75 million annually
by blocking a waste tax proposal to increase Michigan’s
solid waste tax from $0.36/ton to $4.75/ton.
Reduced administrative and disposal costs by
abolishing liquid industrial waste (LIW) manifests.
Repealed the “Michigan-only” mercury rule; keeping
manufacturers competitive and halting the need for
duplicative planning and reporting requirements.
Brought manufacturers together to share and
discuss their concerns about perfluoroalkyl
and polyfluoroalkyl substances (PFAS) and
created an avenue to influence regulatory policy.
Mitigated potentially damaging ramifications of new
environmental recommendations as the voice of
the business community in Governor Snyder’s
Environmental Justice Workgroup.
Saved manufacturers millions of dollars by
supporting legislation to allow the beneficial reuse
of industrial byproducts.
Eliminated “death penalty” (loss of PPT exemption)
for late payment of the State Essential Services
Assessment (SESA) by extending the period into the
next year. (Public Act 541 of 2018)
Blocked proposed property tax increase and
protected the right of commercial and industrial
property owners to appeal property tax assessments
and preserve market value as the basis for valuation.
Worked with the State Treasurer to streamline the tax
dispute process by empowering Treasury to settle tax
disputes without going to court. ( Public Act 215 of 2017)
Supported the Good Jobs for Michigan Initiative by
ensuring $200 million in economic incentives to
attract new investments in jobs and production.
Energy Policy
Protected Michigan’s 10% choice option (valued
at $1.2 billion), maintaining the state’s regulatory
climate and improving economic competitiveness.

Health Care Policy
Blocked attempts to drive up health care costs
through mandated cost parity for chemotherapy
treatments and arbitrarily capped patient co-pays.
Saved manufacturers $272.5 million annually (net)
by opposing the costly Health Insurance Claims Act
(HICA) tax and leading the way to full elimination.

Continuously blocked proposed health care
mandates seeking to increase costs on employers
and drastically reduce industry competitiveness.
Saved employers an estimated $300 million in
health care costs by defeating attempts to bypass
the Michigan’s Certificate of Need (CON) process.
