Manufacturing Budget Priorities
The Michigan Legislature and Governor Gretchen Whitmer reached an agreement on the Fiscal Year 2023 budget in the waning days of June . Prior to leaving for the summer break , the Legislature enacted a $ 76.7 billion budget that included MMA-supported manufacturing funding priorities , including :
Workforce Development
• $ 55 million for the Going PRO Talent Fund , which provides grants to employers for training , developing and retaining current and newly hired employees .
• $ 55 million for Michigan Reconnect , which provides tuition-free pathways for Michiganders to attain degrees and skills at Michigan community colleges and other training providers .
• $ 10 million for the Statewide Pre- Apprenticeship program , which provides support for programs that help get interested employees ready to become part of a registered apprenticeship program .
Other Items of Interest :
• Per-pupil funding for Michigan school districts was increased by $ 450 making it $ 9,150 per pupil .
• Community Colleges received a $ 12.6 million increase for their operations , a 5 % increase .
• Universities / Colleges received a $ 55 million increase for their operations , a 5 % increase .
Remaining Issues for Supplemental Appropriations :

Discussion continues on the $ 7 billion in unspent federal and projected state dollars . Negotiations revolve around a potential state income tax cut , an increase in the Earned Income Tax Credit ( EITC ) and the establishment of a state Research & Development ( R & D ) Tax Credit to help Michiganlocated companies remain competitive with those found in other states that provide similar programs . 6
