Dr. Liston W. Bailey and Ms. Tammy Bankus
Dr. Liston W. Bailey is a program analyst and serves as chief, Learning Innovations and Initiatives Division, Institute
for Noncommissioned Officer Professional Development. He holds an M.A. in education from Brooklyn College,
City University of New York; an M.P.A. from Old Dominion University; and a Ph.D. in education from Capella
University.
Ms. Tammy Bankus is a senior instructional systems specialist in the Learning Innovations and Initiatives Division,
Institute for Noncommissioned Officer Professional Development. She holds an M.S. in psychology, an M.Ed. in adult
education, and an Ed.S. in educational psychology and instructional technology from the University of Georgia. She is
completing her Ph.D. in instructional design and technology at Old Dominion University.
