Developers of the Mid Broadway housing project await approval to break ground on a 91-apartment-unit building on Broadway . Mill Street Partners will begin construction and remediation at the site once it gets site-plan approval from the City of Newburgh Planning Board .
The site is located on Broadway between Lander and Johnston streets . The building is designed to include affordable-housing apartments and two retail spaces , including a 12,000-squarefoot supermarket . “ Once they get this approval , they can go for whatever building permits they need and start site work ,” said city Planner Alexandra Church .
The project involves extensive environmental remediation , said Church . Underground rubble and portions of former foundations will need to be excavated along with tanks containing heating oil , said Church . Cleanup of chemicals from a former dry-cleaning business is also needed at the city-owned site .
Parking has become a major sticking point for some residents , claiming developers have failed to provide adequate parking for the project . Currently , developers propose 111 on-site parking spaces . In a memo to the city planning board in June , Stuart Sachs claimed double the number of parking spaces would be required for similarsized housing projects in other Hudson Valley cities , according to their zoning ordinances .

Mill Street Partners in 2014 , objecting to the project ’ s initial lack of planningboard oversight , among other points . The city planning board currently serves as lead agency for the project .
The building will be located next to a public , municipal parking lot between Chambers and Lander Street , said Church , and the planning board is currently weighing how much this parking lot and another city-owned lot on Ann Street may contribute to needed parking .
At a public hearing in July , Sachs and others also criticized a 30-year payment in lieu of taxes ( PILOT ) for the project , which they said was an over-reduction of needed tax revenue .
The next planning board meeting takes place at 7:30 p . m . on Tuesday , Sept . 20 at the City of Newburgh Activity Center , located at 401 Washington Street .
