The “ Mid Broadway Project ” site is located on Broadway between Lander and Johnston streets , and slated to include 91 affordable-housing apartments and two retail spaces , including a 12,000-square-foot grocery store .

In order to qualify for state funding , said the attorney , Mill Street needs a resolution of support from the local governing body , in this case the city council . But , the city council voted to table the request last month , he said .
Approved in 2012 , the project also requires a completed environmental review and site plan approval from the city planning board . But , the planning board was unable to take action at its meeting on Sept . 20 , with two members voting to abstain and two members absent , Cooper said .

Continued from page 1 are a trend ,” Cameron said . “ The law enforcement field and the prosecution field are trying to find innovative ways to charge people with these crimes , as well as prosecute these crimes .”
But , manpower is often an issue , he said . And , police are more likely to spend more resources on a case in which people are cooperating than on “ hit or miss ” cases in which people are not , he said .
The $ 143,139 grant arrives by way of the Byrne Justice Assistance Grant to transact business and you need four of those members to vote ‘ yes ’ to get an approval ,” said city Corporation Council Michelle Kelson .
At the meeting in September , “ It became obvious to everyone in the room that if a formal vote was taken , there would only be three affirmative votes and that would not be enough to … approve the project ,” Kelson said .
Parking has become a major issue for residents opposing the project . Mill Street has proposed 111 on-site parking spaces , which project critics say are not enough .
Another bone of contention involves the project ’ s 30-year payment in lieu of taxes ( PILOT ), which project opponents say robs the city of badly-needed tax revenue . Councilman Torrance Harvey

Cameron noted the city police said residents were concerned the developer is “ not paying its fair share of taxes .”
Cooper responded the project would “ revitalize dilapidated property ,” provide infrastructure improvements and address environmental pollution at the site .
Kelson said there were procedures in the city zoning code that could help address parking concerns and an appeals process available to the developer through the city zoning board of appeals and state .
Mill Street Partners is nearing completion of a similar affordablehousing project in Middletown . The Newburgh City Council was expected to discuss the project at a regular meeting on Tuesday night .

Mayor Judy Kennedy noted the many unsolved cases of non-fatal shootings in the city . Though the unit will mostly focus on new shooting cases , they will also work some older , unsolved cases , Cameron said .
