Three shot outside Broadway bar

Two men and a woman were shot outside a City of Newburgh bar in the early morning hours of Saturday .
On May 21 at approximately 2:05 a . m . City of Newburgh Police responded to the area of 778 Broadway for a report of shots fired . Upon arrival , City Police confirmed a shooting had occurred outside the “ 845 Lounge ” bar .
Responding units from the Town of Newburgh Police , NYS State Police and O . C . Sheriff ’ s department arrived and assisted City Police in securing and preserving the scene . At the scene , police located a 21-year-old male Newburgh resident who had sustained a gunshot wound to the lower back and a 26-year-old female Town of Newburgh resident who had sustained a gunshot wound to the lower left leg .
Both victims were transported to St . Luke ’ s Cornwall Hospital by Mobile Life Ambulance . At the hospital , Police located a third victim , a 19-year-old male Newburgh resident , with a gunshot wound to the upper right shoulder area .
Police are not releasing the names of any of the victims . Their medical status is unknown , however it does not appear any of the injuries are life-threatening .
Police are actively investigating this incident and anyone with information is urged to contact City of Newburgh Police at 561-3131 . All calls will be kept confidential .

Skoufis announces passage of ‘ Zombie property ’ legislation

Assemblyman James Skoufis ( D-Woodbury ) announced the Assembly passed legislation to make banks more accountable for vacant properties as well as give greater rights to homeowners facing foreclosure .
“ Reducing the number of neglected vacant properties relies on two factors : making sure homeowners know their rights and holding lenders accountable for maintaining abandoned properties ,” said Skoufis . “ This legislation will help reduce the number of these ‘ zombie ’ properties that are blights on our community .”
The New York State Abandoned Property Neighborhood Relief Act of 2016 , co-sponsored by Skoufis , helps alleviate the problem of vacant properties left neglected due to foreclosure actions ( A . 6932-A ). Under current law , lenders are only required to maintain vacant residential properties after the foreclosure proceedings have completed , a lengthy period of time that can take many years due to banks dragging their feet in court . Since homeowners might vacate the property before the conclusion of the foreclosure process , the result is a “ zombie ” home that is often left uncared for , bringing down property values and posing risks to the community . The legislation will :
• require earlier detection and maintenance of abandoned and vacant residential properties ;
• expand the existing property maintenance responsibilities of a bank to include homes in preforeclosure ;
• allow localities and the Attorney General to enforce the maintenance of property requirements ; and
• create a statewide registry for abandoned residential properties and a toll-free number for residents to report them .
The Assembly ’ s legislative package also includes measures to help homeowners facing foreclosure .

Nelson , of Wallkill , was charged May 12 with two counts of criminal contempt in the 1st degree , two counts of aggravated family offense , suspended registration , aggravated unlicensed operation in the 2nd degree . He was arraigned before Town Justice Noreen Calderin and released to a third party . He returned to court May 16 .
Pedro A . Flores , 22 , of Newburgh was arrested May 6 on a bench warrant . He was released to a third party . He returned to court May 6th .
Corinne E . Nelson , 26 , of Milton was charged May 12 with aggravated unlicensed operation in the 3 degree and unsafe backing . She was arraigned before Town Justice Richard Thorpe and released on her own recognizance . She will return to court June 21st .
Rachael A . Staples , 50 , of New Windsor was charged May 3 with dangerous dog , failure to license , allowing dog to run , operating a motor vehicle with tinted window , equipment violation . She was arraigned before Town Justice Noreen Calderin and given an appearance ticket . She will return to court June 2 .
Drita V . Shala , 46 , of Mohegan Lake was charged May 6 with suspended registration , insurance violation , unsafe backing , leaving scene of accident and failure to surrender registration . She was arraigned before Town Justice Noreen Calderin and given an appearance ticket . She will return to court June 9th .
Samuel A . Green , 28 , of New Windsor , was charged May 12 or , alcoholic beverage , driving to slow , failure to produce registration and insurance violation . He was arraigned before Town Justice Richard Thorpe and released on his own recognizance . He will return to court June 14 .
Rondelle A . Benjamin , 20 , of New Windsor , was arrested May 12 on a bench warrant . He was arraigned before Town Justice Noreen Calderin and released on his own recognizance . He returned to court March 24 .
Everett A . Halsey , 50 of Newburgh was arrested May 13 with aggravated unlicensed operation of a motor vehicle in the 2 degree , unlicensed driver , unregistered motor vehicle , no / expired insurance and equipment violation . He was arraigned before Town Justice Noreen Calderin and released on his own recognizance . He will return to court July 14th .
Artaya C . Williamson , 29 , of New Windsor May 13 with aggravated unlicensed operation in the 3rd degree , fictitious inspection , no / expired inspection , unlicensed driver and equipment violation . She was arraigned before Town Justice Noreen Calderin and released on his own recognizance . She will return to court June 9 .
Ana L . Lara , 26 , of New Windsor was charged May 14 with aggravated unlicensed operation of a motor vehicle in the 3 degree , speeding and insurance violation . She was arraigned before Town Justice Richard Thorpe and released on her own recognizance . She will return to court June 14 .
