ridiculous .”
Mejia added , “ On my property , if I see something outside , I pick it up immediately . I don ’ t need 20 days to collect garbage from the front of my home .”
Residents have long complained of the mountains of garbage often seen in and around city properties . Many cleanup initiatives have been spearheaded over the years to address the problem , including Safe Harbors of Hudson ’ s annual Newburgh Community Cleanup which took place last month .
Last year , the city passed antidumping legislation in an effort to stem the dumping problem . The law brings a minimum fine of $ 500 for the first offense .
Some residents at Tuesday ’ s meeting
Nicole Conklin of Whipped Cupcakes at the Gardiner Cupcake Festival .

The seventh annual cupcake festival was held at Wright ’ s Farm in Gardner Saturday . It marked the fourth consecutive year the event has been held at the 100 plus year-old familyrun farm after outgrowing it ’ s original location on Main Street in Gardner .

The festival featured 16 cupcake , nine food , 24 craft , six wine , one spirit and one hard cider vendor for a total of 57 businesses .
Approximately 10,000-12,000 people attended the party , bringing their vehicles up and down the unpaved , narrow winding dirt road of Wright ’ s . Admission was $ 5 and most of the sweets were in the $ 2- $ 4 price range .
Among the nearly 60 vendors was traveling trailer called “ Whipped Cupcakes ” run by the mother and daughter team Nicole and Aliya Conklin of Newburgh .
“ I ’ ve always loved baking since I was a little girl ,” said Nicole , the mom . “ We started out just enjoying it , then it became a hobby , next it was a part time business and now we ’ re full-time .”
What made Whipped Cupcakes stand out so much was the vintage trailer they found at a salvage yard in New Mexico and rebuilt nearly from scratch .
But they ’ re not all show and no substance . The budding business also has some hardware , taking first place in the K104 Cupcake Wars last year for their ‘ Chubby Hubby ’ Cupcake . The awardwinning confection consists of caramel , chocolate and peanut butter all around a pretzel .
While it remains popular , the new best seller , according to Conklin , is their deep fried maple bacon cupcake .
Another vendor who jumped out was the GoodDog Biscuit Company of Duchess County .
Run by Maureen and Mark Frankl , this K-9 friendly treat-center was born out of family tragedy . After feeding their dog , Zoe , treats that were made in China , the dog sadly became very sick and died . Determined to not let that happen to
said they opposed the city coming onto private properties without a warrant from a court . “ We are entitled to due process even if there is trash on our yards ,” said Charlotte Mountain .
“ If , in fact , the city wants to do an abatement on someone ’ s property , they are required to go to the supreme court and get an order signed by a judge of the supreme court , not of the local court , not of the building department ,” Mountain claimed .
Mejia attempted to clarify . “ This ordinance does not change the legal responsibilities or the legal rights of the property owner ,” she said . “ It does not trump our constitutional rights to privacy … This just shortens the time from 20 to seven days .”
Councilman Torrance Harvey spoke another beloved pet , Maureen set out to make wholesome treats devoid of many harmful ingredients like corn .
“ The whole house is now dedicated to this business ,” Mark said . “ I work a full-time job and Maureen does this fulltime .”
The organization of this winning collection of confection was in fact a family affair . “ My sister , mom and I did most the organizing for this ,” Mackenzie Dietz said . “ We did more advertising this year than in the past so the crowd was a bit bigger .”

City shortens garbage abatement notice timeframe

about trash in terms of city revitalization . “ When we make these type of actions to clean up our city , we always get someone who goes against these efforts ,” he said . “ That ’ s why , in my opinion , Newburgh can ’ t move forward .”
“ The courts have said that municipalities do have the power to protect the life , health and safety of the residents , to provide notice of opportunity for the property owner to make the corrections at their own volition at their own cost ,” Kelson said .
Property owners may request a hearing in front of whoever issues the abatement notice or challenge the action with an Article 78 proceeding which provides an opportunity to be heard in New York State Supreme Court .
