Residents impatient for skate park

City of Newburgh residents are becoming impatient waiting for a skate park planned for Delano-Hitch Park . First approved by the Newburgh City Council in 2013 , they say the park is long overdue for construction .
“ We had the youth begging and asking for that park ,” said Roxy Royal at a regular meeting of the city council last month . “ We see our teenagers in the streets with skateboards , skating up and down the street . They are in danger .”
“ We have got to take some action on this ,” said Mayor Judy Kennedy said to the council .
Skaters rode the edge of the sidewalk behind the Newburgh Free Library early this month . Motorists and school bus drivers passed dangerously close as the teen skaters teetered on the edge of the curb at Montgomery and Second Street .
The cause of the delay has to do with pricing and a delayed review required under the National Environmental Policy Act , city Planner Deirdre Glenn said . “ We don ’ t have the completed environmental studies ,” Glenn explained .
The park was first championed several years ago by a group of young skaters using a paved area behind Dunkin ’ Donuts on Broadway to skate . The area was eventually closed off by the property owner .
In 2015 , the city put a bid out for a skate park to be built at Delano-Hitch Park . The city received one bid , with a cost of more than $ 600,000 for the first phase of the project , said Glenn .
“ The project was re-bid at the direction of the city council and , the second time , the city received two bids ,” said Glenn .
The chosen bid topped out at $ 600,000 . “ Funding is now in place ,” she said .
The park , which Glenn described as “ state-of-the-art ,” is planned for the northwest corner of the park . The project is planned and funded under the city ’ s Community Development Block Grant ( CDBG ) program . Sen . Bill Larkin helped the city obtain a $ 100,000 grant from the New York State Dormitory Authority to support the next phase of the project , said Glenn , adding that phase will cost about half of the first .
Before the city begins construction , the project will need to undergo federal environmental review . Glenn estimates the review could take six to eight weeks . If all goes according to plan , she said , construction will be completed sometime over the summer .

New Windsor hires contractor for demo project

The Town of New Windsor has hired a contractor to finish the job to demolish ten dilapidated buildings on townowned property at Stewart International Airport .
The New Windsor Town Board voted to award the project bid to Titan Demolition and Salvage at a regular meeting last week . The board moves forward a year after the project ran into issues due to asbestos .
Hudson Valley Environmental Solutions was hired last year to conduct the demolition , but later claimed the town failed to notify the company about asbestos at the site . The work halted with some debris and foundations left to be removed . Two notices of claim were filed outlining the contractor ’ s intention to seek compensation for exposure to asbestos and monies lost on the project .
In November , Town of New Windsor Attorney Michael Blythe said the claims “ have no basis in law or fact .” The town claims the contractor was in breach of

year to file a lawsuit , Blythe said .
The original bid was awarded to Hudson Valley Environmental for $ 262,000 . The new bid was awarded for $ 197,375 .
According to the state Department of Labor , “ Proper abatement of asbestos materials ” requires “ licensing of contractors , certification of all persons working on asbestos projects , filing of notifications for large projects and a predemolition survey of buildings to identify any asbestos that may be present .”

wants to “ help create better outcomes and opportunities ” for district students . His priorities for the school board are to “ ensure a safe and secure environment ” for students and ensure they graduate , college or career ready as “ civic-minded young adults .”
Sylvia Santiago states she would like to improve district communications , ensure policies meet needs and help students succeed . According to the school district , Santiago ’ s priorities for the school board are to ensure fiscal responsibility and to empower students to think for the future .
Domenic Tebano , a soon-to-be-retired Italian teacher at NFA , said he wants to “ ensure all students achieve to their fullest potential .” His top priority for the school board , he said , is that “ all students are college or career ready .”
Incumbent board member Andrew Johnston has served on the board for one term . If elected to another term , Johnston states he would like to “ promote improvement in the academic achievement of all students .” His top priorities for the school board are student achievement , fiscal stability and effective communication .
Susan Prokosch has served on the board for two terms . Her bio states she wants to “ ensure every student in K-2 be given all the resources possible in our early literature initiative that will result in all entering third grade ” reading at grade level . Her priorities include supporting students with resources needed for success and having short and long-term education / financial plans for the district .
Darren Stridiron said he wants to
expand the nursing program at NFA and make sure “ that all students are nurtured to expand and develop their talents .” His top priorities for the school board are early literacy , parental involvement , school safety and “ holding everyone accountable ” to high expectations . Stridiron has served on the school board since 2014 .
School budget presentations will be held on Wednesday , May 11 at Barnes and Noble , and on May 12 at the Vails Gate Firehouse . The school district election takes place on Tuesday , May 17 . Polls are open from noon to 9 p . m .
