Walsh Road Bridge on track to be replaced in 2019

Engineers unveiled a plan to replace
the Walsh Road Bridge at a meeting at the
Newburgh Heritage Center earlier this
month. The bridge, located in the City of
Newburgh at the New Windsor border, is
scheduled to be completed sometime next
year.
School buses traversed the small
bridge on a recent Friday afternoon. The
Quassaick Creek rushed underneath
the bridge, cutting a wide path through
bare woods on both sides. “When you get
underneath it, it’s troubling,” said city
Engineer Jason Morris.
The city-owned bridge is located just
south of the CSX Railroad. “Bridges
that span 20 feet or more are subjected
to inspection every two years by the
(state) DOT,” said project Design
Engineer Jennifer Sicuranzo of the WSP
engineering firm. “Bridges are then rated
on a scale from one to seven, one being
completely deteriorated to seven being
brand new.”
The Walsh Road Bridge was rated a four.

Sicuranzo said, “in critical locations.”
This prompted the city to look to initiate
its replacement, she said.
The existing bridge was built in 1960.
A project fact sheet states, “The bridge
has a history of substructure scour,” and
“the stream alignment likely contributed
to the condition.”
The new bridge will include a three-
foot shoulder on both sides and a new
set of guard rails. A reduced advisory
speed limit will be posted for motorists
approaching the CSX Railroad underpass.
Work will include pile installations and
stream bank stabilization “to eliminate
any erosion or scouring issues that may
occur,” said Sicuranzo. Construction is
expected to begin the spring of 2019 and
take six to nine months to complete, she
said.
The bridge will cost approximately
$2.2 million to build. Eighty percent of
the funding will come from the Federal
Highway Administration and the other
20 percent will be paid by the city, Morris
said. A detour route will include Dickson
Street and Robinson Avenue/Route 9W.
