The bump outs are also meant to encourage drivers

The bump outs introduce the idea that Broadway
could, in the future, have planted ‘green areas’ to reduce
storm water runoff and reduce the expanse of asphalt
on Broadway. “And the green areas are also meant to
freshen things up a little and add some vibrancy,” Church
said.
The City of Newburgh issued a press release this
month reminding “drivers to share the streets and to
always be on the lookout for bicyclists, pedestrians,
skateboarders, and motorcyclists.”
“State law requires that drivers yield to pedestrians
in non-signalized crosswalks, and allow bicycles,
skateboarders and motorcycles to operate in lanes of
traffic. Pedestrians are reminded to always use the
crosswalk when crossing streets. Bicycles, skateboarders,
and motorcyclists are reminded to follow all traffic laws
when riding in city streets.”
