Newburgh man gets 16 months for threatening girlfriend with a knife

A City of Newburgh man was sentenced to 16 months in the Orange County Jail for having assaulted his girlfriend on December 9 , 2016 and threatening to stab her with a knife on December 20 , 2016 .
Each charge against Fernando Fonseca-Carrasco , 39 , carried an eight-month jail sentence with them to run consecutively .
City Court Judge E . Loren Williams also issued a threeyear order of protection on behalf of the victim .
The case was prosecuted as part of District Attorney David Hoovler ’ s Misdemeanors Matter Program where an assistant DA is assigned to handle misdemeanor domestic violence cases in town , village and city courts . Training and special emphasis is placed on prosecuting cases without the victims ’ testimony , a strategy known as “ evidence-based prosecution .”
The goal of the program is to support victims of domestic violence and prosecute offenders before their behavior escalates to the degree where there is more serious injury or loss of life .

Because it ’ s not working .” Segfried voiced further concerns over the increased number of cars and environmental impact the two-family subdivisions would create . “ I don ’ t see any studies or any plans for growth , all I see is chaos out there .” His comments generated applause from other neighbors in the audience .
Planning board chairman John Ewasutyn responded , stating , “ In this zoning district two family dwellings are permitted . The town board adopts the master plan , the town board adopts the subdivision regulations , the town board adopts all the regulations that the planning board must adhere to …. It ’ s not arbitrary or capricious . It ’ s based on what is permitted .” Patrick Hines , Town Compliance Supervisor , added , “ The proposed twofamily dwellings are actually consistent with the town ’ s regulations .”
But residents were not entirely convinced by these statements , instead questioning the scope and effectiveness of the current regulations . Local resident Sandra Kissam questioned the board about their involvement in creating new regulation , to which Ewasutyn answered that the planning board was generally unable to give input on the development of regulations . Segfried stated after the meeting that he believed the coding “ is way behind the times .” Kissam also asked about the town ’ s master plan , which Ewasutyn estimated was last revised around 2001 .
“ Maybe [ the master plan ] needs to be revisited … we are looking at , I would say , an excessive amount of new development ,” stated Kissam .
The planning board stated that such issues should be raised with the town board .
