I n c r e a s e d pa r t n e r s h i p s , i n c r e a s e d i mpac t Among the promising new initiatives that resulted from the 83rd Legislative Session and the 1115 Medicaid Waiver were also multiple new community partnerships and programs that will result in increased positive impact to our community.  More New & Enhanced Initiatives The 1185 Jail Diversion Program: As a result from Senate Bill 1185, authored by Senator Joan Huffman during the 83rd Texas Legislative Session, and under the supervision of Harris County Judge Ed Emmett’s Office, the Jail Diversion Program has been designed to create criminal justice mental health services models to provide people with mental illness who experience multiple admissions to the Harris County Jail access to clinical and wraparound support services upon release from jail. MHMRA is a prime contractor with Harris County to provide services to individuals who participate in the program. Santa Maria Detoxification 1115 Medicaid Waiver Project: Residential 3-day detoxification services for women with co-occurring disorders. MHMRA contracts with Santa Maria H
