Up to this point the Government had involved itself as little as possible in education , apart from giving some financial help to voluntary initiative . Aside from a few English-medium Primary and Secondary schools , the only schools entirely paid for by the Government in 1947were the Malay vernacular schools , of which there were about thirty . There were also between thirty and forty Tamil schools and 300 Chinese schools almost entirely supported by private money . Many of the schools in which English was the medium of instruction were Grant-Aided and catered to about 20,000children . The total population of Singapore was then 900,000 .
Because English was the language used in government and , to a very substantial extent , in local business , there was always keen competition to get into an English school . This competition was increased by
