MBM was involved in the first Schools PPP on Australia 15 years ago, and has since led the sector in
delivering and operating educational facilities.
MBM has extensive experience in the Education sector, especially on numerous projects for the
Department of Education and Communities (NSW), Department of Education (Victoria) and the Ministry
of Education in New Zealand.
Our experience includes consultancy advice on both new and refurbished facilities and our roles have
involved providing advice during the initial master planning stage, establishing Early Contractor
Involvement (ECI), financial budgeting, traditional cost planning and contract administration.
The first schools PPP in Australia was in NSW, and comprised nine schools. The New Schools - PPP
contract saw the private sector finance the design and construction of the schools and provide facilities
management services including building and grounds maintenance, security and cleaning for the 30-year
period of the contract. Our advisory team was part of the planning stage, back in 2001, as well as staying
through to contract award in 2002 and commencement of the operating term in 2005, providing
business case, feasibility studies, cost planning and management, lifecycle costing and operational
advice. The Client re-engaged MBM for the New Schools – PPP II contract, comprised of a further fifteen
schools.
MBM was deeply involved in the Building the Education Revolution (BER) Program run by the Department
of Education and Communities (NSW), an initiative by the Australian Federal Government which resulted
in a AUD$16.2b economic stimulus during the Global Financial Crisis. This project had three elements:
(1) Primary Schools for the 21st Century (AUD$14.2b), providing new and refurbished halls, libraries and
classrooms; (2) Science and Language Centres for 21st Century Secondary Schools ($821.8m), providing
new and refurbished science laboratories and language learning centres; and (3) National School Pride
program ($1.28b), providing new and refurbished covered outdoor learning areas, shade structures,
sporting facilities and other environmental programs. MBM provided resources within the Government’s
project team to undertake construction contract administration of the delivery.
