As the hard-to-fill positions within this sector (e.g. welders and pipefitters) usually
require technical qualifications, more focus and emphasis on TVET is necessary
to create a sustainable talent pipeline.
Assess and improve awareness of current apprenticeship programmes (e.g.
National Dual Training System, which is comprised of 70-80% on-site practical
training and 20-30% theoretical lessons) to attract more students and employers
to utilize this channel as a valuable training system.
