that even though he is a republican , the constitution comes first and he chooses to side with the constitution .
What does it take to develop this kind of belief system cross board ? As mentioned earlier there is the visible side and the invisible side of culture . Unfortunately many organizations and indeed nations spend so much time , money and energy on the visible at the expense of the invisible .
The invisible is driven by a belief system . What we believe ultimately is what determines what we do . The task of the culture change expert is therefore to work on belief systems . The reason the American system triumphed over individual powerful interests was because there was a belief system that was stronger than the powerful interests .
To attempt to drive culture only from the visible and physical will not achieve desired results . It has to be driven from a mindset perspective . Actions have to be the expressions of belief systems and not just obeying instructions from above .
The reason corruption thrives in many countries is because there is an environment that supports it . Remember that every situation presents a clash of belief systems and the most prevalent belief system is what wins .

Climate plays a major role in what can grow and what cannot grow . The seed is the strategy and expectation you have of your team and your company . The culture is the climate . No matter how good your seed , if the climate is not right for that seed , it will not produce what you desire .

Corruption thrives because there are no consequences . There are no consequences because the corrupt are also the supposed custodians of the law and so the law therefore becomes selective in its implementation . There are no consequences because there are no whistle blowers and there are no whistle blowers because past experiences show that whistleblowers become the victims because the ordinary man can never win against powerful selfish interests of a few .
Before long a new mindset emerges and that is the mindset of if you can ' t beat them , join them . Can you see how belief systems emerge and get strengthened ? Each time another whistle blower gets victimized , the belief system is strengthened . Every time a thief gets special appointments and gets to hobnob with power , the belief system is strengthened .
Without a public sector culture overhaul , the African strong man will continue to triumph over the system and corruption will continue to be the prevailing culture .
