when the next wave hit most Kenyans were caught unawares not realizing that their behavior was fueling the new wave .
The situation got a lot more untidy for Kenyans since the political class decided that it was a good idea for them to use this period of lull to champion the BBI and traverse the country in total disregard of the very safeguards that they were recommending as the government .
When the political class starts to behave as though the coronavirus is reserved for Wanjiku and they can revel in their privileged lives with abandon then the control of the virus gets even harder and really frustrating for the professionals .
People do not tend to do what they are told but rather what they see their leaders doing . So even when the lockdown was in force the political class was misbehaving in well publicized parties to discuss matters that were supposed to be crucial to national interests .
All they succeeded in doing was to increase the level of truancy to the laid down protocols and many an estate houses got converted into ad hoc drinking dens and bars actually remained open through the back doors . Of course any outbreak of the virus was quashed with silence .
So as we emerged from the severe lockdown the country had already breached the laid

The inchi ina wenyewe theory postulates that government policy is controlled from behind the scenes and the democratically elected officials are just mere figureheads who operate at the behest of those that wield the real power , wenyeinchi not wanainchi .

down protocols and the country was rife for the second wave or was it just the first one but was not reported because the protocol breakers swore to silence .
The galling part in all this is that BBI which was meant to build bridges turned out to be the most divisive document to have been presented . People who are building bridges Ochieng assumes would surely be able to sit and discuss since the initiative is not an emergency .
Although it does appear that the initiative is an emergency and there are those who have put timelines to the adoption of the report claiming that it is the document that shall end all election violence . Ironically they are happy to violently adopt a peace document .
The initiative has thrown the country back to the infamous constitution referendum that created a lot of heat and succeeded in passing a document that was faulty ab initio and the very document that the current initiative is trying to redress .
If the first referendum is anything to go by then we are in line to make the same mistakes that we made in that referendum . Ochieng is not even sure whether the referendum we are singing about is a one issue or a multiple issue referendum and if it is a multi-issue referendum what is the hurry ?
It is in this fray that we have begun to hear that in Kenya we have a deep state . This by definition is supposed to be a clandestine group outside the popularly elected government but one that exerts influence and control on the government , in other words we have a puppet government .
The inchi ina wenyewe theory postulates that government policy is controlled from behind the scenes and the democratically elected officials are just mere figureheads who operate at the behest of those that wield the real power , wenyeinchi not wanainchi .
Any attempt to dismiss this non-sense becomes more complex when those in government vow to defeat the deep state . What Ochieng hears is that the government is fighting the government which is situation we as Kenyans have come to appreciate and live with .
In summary this year has not been a good year on many fronts and Ochieng ’ s last word on the year is that we would do well to just cancel the year and behave as though it never happened and start afresh next year with sober minds .
We have little time before the end of the year but Ochieng believes that we can use the time productively to build a consensus on the way forward on the disrupted education system , the fight against the coronavirus and the pesky BBI .
Failure to address these three issues as a united country , avoiding the tendency to pass edicts that demonstrate rigidity to alternative views then these three issues are bound to come back and hound us in 2021 and beyond .
One shudders to imagine that we have become so intolerant of each other that even a building bridges initiative is a new battle ground . Ochieng would hate to hear someone say that Kenya is behaving just like America . We copy pasted their constitution and their many cohesion problems .
