Section Six F i n a n c i a l Livingston Union School District | Facilities Master Plan P l a n n i n g 2015-16 Modernization and New Construction Eligibility Analysis Determining Maximum Eligibility School Facility Consultants (SFC) has completed the 2015/16 analysis of the Livingston Union School District’s (District) new construction and modernization eligibility within the School Facility Program (SFP). Our analysis is designed to determine the maximum possible eligibility for the District under the various mechanisms outlined in SFP Statute and Regulation. The following new construction and modernization eligibility analysis utilized the California Department of Education’s (CDE) CBEDS enrollment information, Special Day Class (SDC) enrollment data provided by the District and enrollment and capacity data previously approved by the State Allocation Board (SAB), and additional documentation provided by the District. New Construction Eligibility Analysis The new construction eligibility analysis was performed utilizing Office of Public School Construction (OPSC) allowable augmentations. Specifically, methods utilized for the enrollment projections prepared this year were augmentations for local birth rates, housing development as well as tenth year projection. Of the scenarios listed above, it appears that the tenth year enrollment projection model is the methodology that yields the highest new construction eligibility for the District. The tenth year projection model utilizes historical enrollment information for the years 2008/09 to 2015/16, projected forward ten years and compared to the District’s capacity. The resulting eligibility is then adjusted to reflect the full grant amounts for projects approved by the SAB. The District’s capacity has been updated to breakout the number of SDC classrooms that were in the District at the time the new construction eligibility baseline was established. Based on the District’s 1999/00 enrollment, one Non-Severe SDC classroom has been reported at each site in 1999. The table below details the District’s new construction eligibility generated by the 2015/16 enrollment. After drawdown of the District’s previously submitted projects, this projection results in the availability of 334 pupil grants. This new construction grant eligibility generates a total of $3,709,350 in State funding and $7,418,701 in overall project funding when the District’s required match is accounted for. The estimated funding is based on new construction base grant amounts of $10,634 per K-6 pupil grant, $11,247 per 7-8 pupil grant and $19,984 per Non-Severe SDC pupil grant as approved by the SAB on February 24, 2016. The dollar amounts do not include potential project-specific augmentations to the base grant, including but not limited to site acquisition, site development, automatic fire detection/alarm system, and automatic sprinkler system. The District’s most recent new construction eligibility update was submitted in 1999/00. Due to current OPSC protocols, eligibility updates are not being processed at this time. However, by submitting an update based upon the current data, the District would be able to determine available eligibility and retain the ability to submit projects when ready. It is not a requirement to submit an eligibility update unless the District has a new construction project to be filed. Please note that for new construction projects submitted on or after November 1st of each year, an eligibility update will be required based upon new school year enrollment.
