Section Six F i n a n c i a l Livingston Union School District | Facilities Master Plan P l a n n i n g Funding Options Report October 2016 Introduction Proposition 51 Status of Available Bond Funds The Livingston Union School District has a history of success in obtaining facility funding from State and Federal funding programs. The District has successfully received approximately $14,317,746 since 1988. Given the District’s current entitlement and Proposition 51, the $9 billion bond on the November 2016 ballot, the District is again poised to receive State funds to assist with its capital program needs. Proposition 51 is the Coalition for Adequate School Housing-sponsored $9 billion dollar Kindergarten through Community College bond initiative on the November 2016 ballot. Proposition 51 includes $3 billion for New Construction, $3 billion for Modernization, $500 million for Career Technical Education, $500 million for Charter and $2 billion for Community Colleges. As of October 17, 2016, the status of School Facility Program (SFP) funds available by bond and program is as follows: This report estimates that the Livingston Union School District may be eligible to apply for up to $7,670,478 in State New Construction and Modernization funding. Additionally, it provides a detailed summary of the District’s overall State New Construction and Modernization eligibility entitlement and discusses potential State and Federal programs that may be of benefit to the District. The following charts illustrate the estimated New Construction and Modernization bond authority from Proposition 51 that will remain after funding projects currently awaiting review at the Office of Public School Construction (OPSC). In order to access the $7,670,478 in identified funds, the District will be subject to various State legal and regulatory requirements, local financial match requirements, annual pre-qualifications, submittal deadlines and State-wide bond elections and bond sales. Districts that do not have projects submitted prior to the Proposition 51 authority being exhausted will have to continue to wait for additional funding to become available through another future bond. Districts may submit Applications for Funding once project plans have received DSA and CDE approval. 80
