FEATURE Physician Leadership in Frankfort: LMS Board Chair Dr. Tuyen Tran, KMA Pres- ident Dr. Bruce Scott, KMA Vice Speaker Dr. Monalisa Tailor, and GLMS President Dr. Wayne Tuckson 2019 Bills Supported By GLMS Senate Bill 54 – This bill addresses a number of prior authori- zation issues including enhancing access to prior authoriza- tion information, establishing one-year approvals for chronic disease medications, enhancing the review process, stan- dardizing review times, increasing access to electronic prior authorizations and requiring insurers to post procedures on their website. Senate Bill 22 – This bill would allow Kentucky to enter the Interstate Medical Licensure Compact and would provide an expedited, multistate licensure procedure for physicians who qualify. Some unfriendly amendments were added which would expand the scope of practice of nurse practitioners and nurse midwives by phasing out a requirement for advanced practice registered nurses. Dr. Cynthia Rigby and Dr. Bruce Scott with Rep. Maria Sorolis (center) Senate Bill 30 - This bill would require health benefit plans to cover any genetic tests for cancer risk that are recommended by certain providers if the recommendation is consistent with specific genetic testing guidelines published by the National Comprehensive Cancer Network. House Bill 11 – This bill would prohibit use of tobacco products, including e-cigarettes, by students, school personnel and visitors in schools, school vehicles, properties and activities by the 2020-2021 school year. It is supported by the Coalition for a Smoke-Free Tomorrow, of which KMA is a steering com- mittee member. House Bill 121 – This bill would increase access to medica- tion-assisted treatment (MAT) as well as prohibit commercial insurers, the Department of Medicaid Services, and Medicaid MCOs from setting requirements or using certain utilization reviews, such as prior authorization, for certain prescription drugs used to treat opioid use disorder.
