Part M: Access to and use of building Historic Buildings 0.18 The need to conserve the special characteristics of such historic buildings must be recognised. They are a finite resource with cultural importance. In such work the aim should be to improve accessibility where and to the extent that it is practically possible, always provided that the work does not prejudice the character of the historic building, or increase the risk of long-term deterioration to the building fabric or fittings. (p.13) Turning Space 2.7 Accessible entrances will satisfy Requirement M2 if: d. There is a level landing at least 150mm x 1500mm, clear of any door swings, immediately in front of the entrance and of a material that does not impede the movement of wheelchairs; the turning space has been considered with the circulation in mind, as a small exhibition space it is important that there is enough room around the exhibitions to be able to manoeuvre a wheelchair with ease. Corridors and Passageways 3.11 states that corridors should be wide enough for people to pass through with push chairs, people on crutches as well as wheelchair users whilst other people can pass through; the nature of the circulation for the museum has allowed for this to occur in most areas however as a listed building there are some passageways where it is not possible. But these are only short passageways with turning space either end to allow people to wait and then pass. Vertical Circulation & Passenger Lifts 3.21 For all buildings, a passenger lift is the most suitable form of access for people moving from one storey to another. 3.24 states the provision of lifting devices will satisfy Requirement M2 if: c. Existing buildings have a passenger lift serving all storeys: despite both the ground floor and first floor being accessible, to access the first floor, visitors who cannot use stairs have to leave the building and use the external ramp 20m away from the building. To provide access for future use, the instalment of a passenger lift which not only reaches the first floor but also the roof provides an easier experience in terms of accessibility. The instalment of lift does not conflict with the requirements for means of escape. The passenger lift also meets the required dimensions of the lift cars (1100mm x 1400mm) with all exits having a turning space of 1500mm x 1500mm. (3.34.d) Toilet Accommodation There are two toilets available on the site of the Square Tower, both are uni-sex toilets and one is specifically designed for accessible use. 5.5 states that toilet accommodation needs to be suitable for not only disabled people but for all people who use the building. The toilets provided within the Square Tower satisfy the provisions of wheelchair accessible uni-sex toilets as stated in 5.10: b. They are not located in a way that compromises the privacy of users. f. They are located on accessible routes that are direct and obstruction free. i. The minimum overall dimensions of and the arrangement of the fittings within comply. 44
