DESCRIPTION OF THE CONSULTANT ’ S ROLE
The primary role of the Consultant is to provide a detailed assessment and preliminary proposal for the participatory upgrading and development of the AAA in 6th of October City . The project was completed in cooperation with the area ’ s stakeholders ( from the host and refugee communities ) and the CA .
The main role of the Consultant in this mission is to :
• Develop an in-depth understanding of the AAA ’ s physical and non-physical context : its evolution as a mixed-use vital hub , its main features and characteristics , its success factors , its institutional setting and stakeholders ’ power dynamics , and its role and use value as a node and a gathering point for the host and refugee communities in the 6th of October City .
• Assess the area ’ s physical , socio-cultural and economic upgrading needs through PNA , physical audits and other assessment tools from the perspectives of the its different stakeholders ( host and refugee community users an shopkeepers / owners , the CA , etc .)
• Develop in close collaboration with the AAA ’ s stakeholders :
i ) an overall shared vision for the area ’ s development aiming at relieving the area ’ s existing physical and nonphysical pressures ; and improving its levels of economic inclusion , socio-cultural integration , and urban management ;
ii ) a set of short-term and long-term integrated ( physical , socio-cultural , economic and institutional ) project proposals ;
• Devise -in collaboration with the AAA ’ s stakeholders- scenarios to anticipate the area ’ s potential development avenues ; requirement to develop a future management plan ; and measures to mitigate potential negative impacts of the area ’ s upgrading process ( such as gentrification , speculation and real-estate pressures );
• Extract lessons learned from the AAA experience ( especially on levels of urban and economic inclusion , socio-cultural integration , and the different dynamics refugees bring about ) to inform the area ’ s development as well as to help expand this success to other urban areas .
In order to achieve the above , a team of multidisciplinary consultants worked together throughout this mission in order the assess that AAA from different angles and perspectives , and strive to develop an integrated approach towards understanding and solving the area ’ s problems . The team consisted of :

• Community Mobilization Consultant ( Shaimaa Soliman )
• In addition to a team of architects and urban planners led by the Project Manager ( Heba Shoaib ) who has been responsible for managing the different project tasks and coordinating the work of different consultants .
