5.3.1 LEGAL AND INSTITUTION- 5.3.3 TRAFFIC AND MOBILITY
AL MANAGEMENT STUDY STUDY
A detailed legal and institutional study is re-
quired to address three main issues in the
AAA. The first issue is the representation of the
malls, by legalizing the Occupants’ Unions and
normalizing their relationship with the CA. The
second issue is the operating license of both
the buildings and the commercial activities,
and the legal compliance of the employees.
Third is the enhancement of management sys-
tems of the shopping malls and the public open
space activities. In addition, a detailed traffic and mobility study
is required to be able to address the issues of
traffic jams and scarcity of parking spaces. This
study should address street directions, parking
capacity, and standards of vehicular and pedes-
trian routes.
5.3.2 SOLID WASTE MANAGE-
MENT STUDY
Solutions to the SWM in the area require a
multi-disciplinary strategy, which includes the
technical, financial, administrative, social, le-
gal, environmental, and institutional levels. A
preliminary SWM has been applied by the con-
sultant, proposing recommendations related to
the previous aspects. (Appendix 1: Solid Waste
management proposal) Therefore, an in-depth
SWM study is required at both the local and the
city levels.
