Given the above, the rationale of this project is
based on the assumption that the development
of a detailed assessment and proposal for the
participatory upgrading of the AAA should:
i) depart from an in-depth understanding of
the different forces and dynamics that have
led to the area’s success; ii) link the proposed
physical, economic and social upgrading inter-
ventions to supportive legal and institutional
frameworks (on the area, and perhaps on the
CA level); and iii) anticipate and devise scenari-
os that positively harness the area’s change and
spur its development.
