use, storage facilities for business outlets, and
parking space for customers. Accordingly, an
efficient communication strategy between the
shop owners, the mall managers, and the CA is
urgently needed. In addition, a communication
strategy between the street vendors and the
CA also needs to be established.
Moreover, the legal obstacles facing the Syrians
in specific should be addressed as they repre-
sent a considerable amount of the business
owners in the area. Therefore, the institutional
needs associated with the socio-economic as-
pects could be categorized as follows:
• Both shop owners and street vendors re-
quire a legal form for their public space ac-
tivities.
• The procedure of the operating license for
shop owners should be clarified and facil-
itated, and the civil defence requirements
need to be addressed.
• A communication strategy between the
shop owners and the mall management
and the CA are required.
• A communication strategy between street
vendors and the CA are required.
• The overall level of security in the area
needs to be improved by the CA.
