The institutional/legal framework of the AAA is
composed of a set of formal and informal re-
lationships. The main actors of this framework
are basically NUCA, CA, Mall Managers and/or
Occupants Unions, Shopkeepers and Owners,
and Street Vendors. Both formal and informal
rules guide the relationship between the pre-
viously mentioned stakeholders. In order to
understand this institutional/legal setting, a list
of the formal laws, by-laws and regulations as-
sociated with the area and the type of commer-
cial activities that exist in it will be mentioned.
These laws and regulations are not all activated
within the AAA, yet should act as a guide for
any future interventions associated with the
area.
