In order to avoid traffic jams, waste collection
occurs once per day between 2:00 a.m. and
6:00 a.m. by one 18 m3 compactor truck and
3 workers over two trips. On the other hand
street cleaning occurs between 6:00 a.m. and
12:00 noon by a shovel loader. A private com-
pany contracted by the city management called
“Enviro-master” provides this service. The con-
tract was made in accordance with the Egyp-
tian laws governing waste collection two years
ago. The remaining waste is then collected and
transported to the public dumpsite of the 6th
of October city as a final step. The final disposal
dumpsite is located almost 40 km on the Oases
Road, which means that one truck will move
almost 80 km to dump only one load of waste
in one trip. This is against the proper waste
management and environmental laws. The CA
gets only 0.14% / year of the nominal monetary
value of any commercial unit (according to the
contracts) as a cleansing cost for licensing. This
is also the case when such a unit is transferred
to a new owner. As per the contract between
the CA and the private waste collection compa-
ny, the latter is paid LE 375,000 / month. The
National Law of Cleaning No. 38 for 1967 which
is amended by the National Law No 10 for 2005
define the rights and obligations for the service
providers and recipients and the penalties for
violation of the law, in addition to the fee which
has to be collected by the local governmental
authority. This law is not adequately enforced
in the target area due to the inappropriateness
of the service coverage and the serious lack of
skilled and trained service monitors, among
other reasons.
