WELSH LANDLORDS GO BACK TO SCHOOL AHEAD OF NEW LICENSING SYSTEM Welsh Landlords will have one year to apply in order to continue renting our their properties 6 | LandlordVoice | November 2015 W elsh landlords will be dusting off their pencil cases and preparing to go back to school as the launch date for a new landlord registration and licensing system is announced as 23rd November. Under the Housing (Wales) Act 2014 they will have one year from this date to register and apply for a licence if they wish to continue renting out their properties. The scheme, also known as Rent Smart Wales, is intended to improve standards in the private rented sector and raise landlords’ awareness of their rights and responsibilities. It stipulates that landlords will need to undertake training in order to declare themselves ‘fit and proper’ and qualify for a licence. Licensing training is available through Rent Smart Wales or via Rent Smart Walesapproved training courses delivered by other organisations. From 23rd November 2016 onwards enforcement powers will be introduced to the Act giving local authorities powers to take action against landlords found to be ignoring the new rules.
