ECC FAQs
WHERE CAN I FIND THE ECC APPLICATIONS ? ECC General Post Construction applications are available within your Member Account by clicking on “ Applications ” followed by “ Add New Service Request ”. The Major Projects and New Home Construction applications can be found in the Library within your Member Account .
WHAT ARE THE APPLICATION TYPES ? There are four types of applications :
• General Application
• Major Projects Application
• New Home Construction
• Post-Construction Application
WHAT ARE THE APPLICATION FEES ?
• General Application : FREE
• Major Projects Application : $ 155 *
• New Home Construction : $ 750 * * Additional fees and deposits are required ( see application ).
• Post-Construction Application : Varies ( see application )
HOW DO I PAY FOR MY APPLICATION FEE ? Credit card payment or bank transfer is accepted through your Member Account . Homeowners can also mail their New Home Construction and Major Projects applications and payment to the LLA office ( please mail only checks ) or submit and pay for their application in the LLA Office . The LLA office address is 6718 Coldstream Drive New Market , MD 21774 .
CAN I SUBMIT MULTIPLE PROJECTS AT ONCE ? Yes ! If you plan to complete multiple projects , the general application can be submitted . However , if one of the applications is a “ Major Projects ” application , there will be one application fee of $ 155 .
HOW DO I KNOW WHAT IS PERMITTED IN THE COMMUNITY ? The guidelines are within your Member Account within the Library . Search for “ ECC Guidelines ”.
DO I NEED APPROVAL TO PLACE A YARD SCULPTURE ( I . E ., GNOME , ETC .)? Yes . The ECC needs to review any yard figures .
DO I NEED AN APPLICATION TO CHANGE THE COLOR OF MY DOOR ? Yes ! The association must approve all color changes .
DO I NEED AN APPLICATION FOR A BASKETBALL HOOP ? For an in-ground / permanent hoop , yes . In-ground basketball hoops fall within the general application . For a portable hoop , no . However , portable hoops should be registered through your Member Account . Please read the ECC Guidelines for rules paying close attention to placement requirements .
I AM REPLACING OR REPAIRING SOMETHING THAT ALREADY EXISTS . DO I NEED A PERMIT ? MAYBE . An application is not needed if you are replacing , repairing , mending , or painting with the same materials , colors , and size . Example : Your split rail fence is damaged and needs to be repaired . A permit is not required for maintenance or replacing damaged materials with same split rail materials . However , any change to height , color , material , size , or shape will require an application and approval .
HOW LONG DOES IT TAKE FOR AN ECC APPLICATION TO BE APPROVED ? Plan ahead ! Allow time for the approval process before work begins . Per the guidelines , complete applications can take up to 60 days to process . It may take less time depending on your project , the time of year , the number of ECC applications currently awaiting approval , etc . Contact your Village Manager for the estimate on the current approval timeframe for standard applications . On average , it takes no less than two weeks .
WHEN AND / OR HOW WILL I RECEIVE MY ECC PERMIT ? You can follow the process of your application within your Member Account and the permit is provided through the Member Account via a link .
WHEN IS AN ECC APPLICATION SUBMITTED TO THE ECC FOR REVIEW ? The Environmental Control Committee must review all changes or special requests made outside of the ECC guidelines . Complete applications and payment must be submitted to your Village Manager no later than one week prior to the next month ’ s ECC meeting . Check the Events Calendar . Homeowners will be notified in writing about the disposition of their application once the ECC has reviewed .
