REPORT FROM INFRASTRUCTURE & PLANNING
Through a wide variety of roles and responsibilities , Infrastructure & Planning strives to preserve , enhance and develop municipal infrastructure within Lac Ste . Anne County .
Thanks to the steadfast efforts of the Infrastructure , Public Works , Planning & Development and GIS departments , I can report that 2016 was a characteristically productive year during which several key objectives were met . Public Works was busy maintaining the 1,870 kilometres of County roads and conducting ongoing bridge repairs . Planning & Development was kept busy issuing various permits . GIS engaged an enterprise geodatabase system , designed to bring numerous benefits to the County . Infrastructure saw the beginning of construction for the new administration building , implementation of three additional broadband towers , and the launch of the Solid Waste Utility Card Program . These cards have already proven beneficial to the County and its ratepayers due to reduced instances of abuse . These cards will also enable waste tracking and help anticipate needs that may arise .
The County is a member the Highway 43 East Waste Commission , North 43 Lagoon Commission , and Darwell Lagoon Commission . In 2016 , The Highway 43 East Waste Commission applied for a renewal of an existing registration for an approval for the construction , operation and reclamation of the Lac Ste . Anne Regional Landfill . The Landfill receives more than 10,000 tonnes of waste per year . This facility includes Class II landfill cells for disposing non-hazardous waste , a leachate collection and removal system , a surface water management system , and a groundwater monitoring system . Per the application , this site ’ s estimated lifespan is more than a century .
Several years ago , The North 43 Lagoon Commission recognized the need for a regional wastewater system as numerous systems are outdated and in poor repair along the lake properties and properties near Lac Ste . Anne . The Commission decided to proceed with a low-pressure septic tank effluent pump system to reduce construction costs , eliminate infiltration and leaks , and protect ground water from contamination by keeping sewage in the pipe . In 2016 , the construction tender was awarded with construction beginning in the spring . An operational system is anticipated to be in place in the spring of 2017 .
The County , along with the Summer Villages of Silver Sands and South View , is a partner in the existing Darwell Wastewater Lagoon facility . Unfortunately , rapid economic growth has outpaced projected future use of this facility , resulting in inadequate capacity sooner than anticipated . As such , we must contemplate expansion . In June of 2016 , Alberta Transportation advised that the Darwell Lagoon Commission had been approved for a cost-share grant under the Alberta Municipal Water / Wastewater Partnership for the Darwell Effluent Disposal Line . The Commission had requested Alberta Transportation ’ s consideration to utilize a portion of the grant funding to initiate the feasibility study and move forward with a regional approach , with a view toward discharge east to the greater Edmonton area . In March of 2017 , we received confirmation that our request for the scope change was approved . In this regard , the Darwell Lagoon Commission would assume the project lead for the study and work with a Water for Life Advisor in the development of the Terms of Reference for the study . Once study proposals have been received , the Commission would then apply for assistance to complete the study under Water for Life grant funding .
