administrator of the City of Los Angeles ’ Contractor Development and Bonding Program ( CDABP ), MWIS has successfully provided $ 240 million in bond guarantees , resulting in over $ 100 million in contracts awarded to participating small contractors .
“ A bond is a three-party agreement from a bonding company that provides a guarantee that the contractor will complete the contract and meet all the terms and conditions ,” she explained , adding that the CDABP has four essential pillars : assessing contractors and where they are in the lifecycles of their businesses ; providing technical support and assistance in securing bonding ; offering educational training and contractor support ; and facilitating the prime partnership program .

In the past 14 years , only 1 contractor who has completed the Contractor Development and Bonding Program has failed to fully complete a contract . “ That ’ s really a testimony to the fact that all contractors are really quite capable of successfully competing for and performing on City contracts when the barriers are removed ,” said Merriwether .
