Another presenter was Gene Hale , the president of G & C Equipment Corporation , which leases and sells construction equipment and is one of the largest Black-owned businesses in the country . He explained the benefits of being a DVBE and of participating in the CDABP .

Hale said . “ Everybody sends emails , but this is an opportunity to circumvent that system and get in front of decision-makers like the estimators that put the bids together . That ’ s the first place I start .”

Marne Construction owner Ernie Moreno recounted how his CDABP contract development manager guided him through the process of qualifying for a $ 9.7 million bond , which led to a contract with Los Angeles World Airports ( LAWA ) on the multi-billion-dollar LAX People Mover project . “ Without the bonding , Marne Construction would not have been able to qualify for the required bonding ,” he said . “ In the past , we were able to get small contracts with LAUSD and the City of Los Angeles , but nothing near this size . We have a few years ’ worth of work with the LAWA project .” Moreno expressed his appreciation of the CDABP for the assistance he received .
Three companies that provide resources for DVBEs were spotlighted : Veterans in Business Network , National Veteran-Owned Business Association , and Helmets to Hardhats .
The Veterans in Business Network ( VIB Network ) provides resources and programs geared towards connecting business owners with resources , training , and contractors , said CEO and co-founder Rebecca Aguilera-Gardiner . This includes VIB Network ’ s educational podcast Reveille , a veteran-to-veteran peer-based coaching cohort , a corporate mentor program , an opportunity board , and programs .
