TRAFFIC PROBLEMS AND THREATS TOWARDS CULTURAL LANDSCAPE
The next set of questions were asked to examine the inhabitants ’ opinion about the problem of traffic , the use of only road which runs through the town , and their attitude to the possible construction of a new motorway in the hill above Prcanj , and the effects that it might have on the protected UNESCO Natural and the Culturo-Historical Region of Kotor .
The answers are as follows :
• In answer to the question : “ Is the current road by the sea which runs through Prcanj suitable for traffic and meets the necessary standards ”, 78.5 % of the respondents stated that it is not suitable for traffic and does not meet the required standards .
• In answer to the question : “ Do you consider that the construction of the new main road from Kotor to Tivat in Vrmac hill is of high priority for the inhabitants of Prcanj ?”, 64.6 % of the respondents stated that it is indeed of high priority .
• In answer to the question : “ Do You think that the motorway drawn in the urban map of Prcanj as of 2015 which is planned in the upper zone of the village is a justified investment from economic , cultural and spatial and urban point of view ?”, 46.2 % of the respondents stated that it is completely justified .
• In answer to the question : “ In your opinion , would the construction of the upper motorway on the hill above Prcanj pose a danger for the protected Natural and Culturo-Historical Region of Kotor ?”, 60 % of the respondents answered that it would and only 26.2 % stated that it would pose an extreme danger to the protected Natural and Culturo-Historical Region of Kotor .
The statistics are quite alarming and show that most respondents do not understand the possible risks that this motorway can pose to the UNESCO Natural and Culturo-Historical Area of Kotor because it threatens to degrade the authentic sloped plantations of olives and indigenous Mediterranean cultures on the terraced landscapes , and to completely interrupt all medieval roads in the upper zone of the settlement which run towards the sea , and thus cause complete disintegration of the cultural landscape in Vrmac hill . This construction of the upper main road from Kotor to Tivat via Prcanj would undoubtedly activate the excessive urbanization that unfortunately , have already happened in Dobrota , destroying the area of the authentic cultural landscape of Bay of Kotor .
However , in all cases after everything that has been said , 61.5 % of the respondents agree that the obvious solution to this problem is alternative way of transport with restoration of the present infrastructure as follows :
• Complete reconstruction of the coastal road of Muo-Prcanj-Stoliv with the construction of the necessary road infrastructure , proper curbs , horizontal and vertical signalization , complete replacement of rough and fine asphalt and reparation of black spots , installation of proper coverings over rain channels in private and public property , and parking places .
• Activation of continuous water transport on the route Tivat - Donja Lastva - Lepetani - Stoliv - Prcanj - Muo – Kotor .
• Activation of regular bus transport every 30 minutes on the route Kotor - Tivat
• Activation of other types of alternative transport and creation of appropriate rental points : bicycles , electric motorcycles , electric cars , motorboats , etc .
