Today , this is the most important area of the settlement of Prcanj and one of the most important areas of the whole UNESCO ’ s Natural and Culturo-Historical Region of Kotor . The landscape which surrounds this historical centre of Prcanj from the house Odmoriste towards the Verona Palace has been degraded in many cases due to the poorly planned commercial construction , which significantly jeopardized the outstanding universal value of the historical core of the settlement and degraded the integrity of the authentic cultural landscape .
The proposal for its protection should contain an integral plan for the maintenance of the entire landscape surrounding the historical core of the settlement , from the sea to the hill that forms an integral system which includes art gardens , arable land on terraced estates , orchards , olive groves and planted forests between them . Taking into account all the areas that make up the visual background for the monumental Our Lady ’ s Temple and the Church of St . Nicholas , and defining the landscape of the invaluable importance , one can determine the area that would be proposed for the protection and management plan as a cultural landscape of exceptional importance .
ALL 4 PROPOSED ZONES OF CULTURAL LANDSCAPE PROTECTION

All four proposed zones for protection of the cultural landscape cannot exist as individual units in all cases , but they need to be integrated into a comprehensive map of the protection of the cultural landscape of Prcanj . The Valley of St . Anna is the starting point of the old medieval upper road above Prcanj which connects the other areas of the settlement such as Lukovic Street and the historical core with the Our Lady ’ s Temple by the small medieval trails that extend down towards the sea .
The integration of this area is ensured by the continuity of the medieval paths to the top of the hill in the canyon of the Spille river and Nogalja and other settlements such as Stoliv , Gornja Lastva etc . When integrated into a whole , they can potentially express their uniqueness and value that they certainly possess as a part of the UNESCO Natural and Culturo-Historical Area of Kotor .
APARTMENT COMPLEX IN LAST PRESERVED CULTURAL LANDSCAPE ?
Upon the following question in Prcanj ’ s cultural heritage questionaire : “ Do you consider Glavati , St . Anna Valley ( meadows behind the parapet ) a convenient location to build an apartment complex ?”
( explanation ) The Valley of St . Anna is the last preserved but not protected area of the cultural landscape of inner Kotor Bay , which preserved its original horizontal and vertical structure sprawling in the full area from the sea to the hill . Due to the compromised urban planning , the pressure of foreign investors and the lack of regulations for the protection of cultural landscapes ( not a single landscape in Montenegro is protected at the national level as a cultural landscape and many of them qualify for that ), it is quite possible that this area of preserved authentic estate of the former patrician family will be devastated by the construction of an apartment complex . In this regard , this area has to be subjected to strict management regulations aimed at protecting its unique values and making a management plan for which UNESCO has ordered a compulsory Heritage Impact Assessment plan ( HIA ) to preserve its Outstanding Universal Value ( OUV )
All ( 63.1 %) of respondents agree that the Valley of Sv . Ana - Glavati ( meadows behind the parapet ) as part of the last preserved authentic cultural landscape of the inner Kotor bay , requires a special protection at the level of Kotor municipality .
