LEGISLATIVE SESSION WRAP-UP

WHAT TO KNOW ABOUT THE 2025 SESSION wrriten by Dan Murray, KAIA Lobbyist
The 2025 legislative session wrapped up on April 11 after meeting for two days to finalize work and attempt several overrides of bills vetoed by Gov. Laura Kelly. Republicans used their supermajority power to successfully override 14 of the 18 vetoes from Gov. Kelly. The veto was sustained on three bills that the legislature did not take up for consideration and one bill was reworked and sent back to the Governor.
The legislature also took up for consideration several line-item vetoes regarding the budget. The Senate did a rather unorthodox move and bundled all the line item vetoes into on package to take up the override. Typically, the chamber would take each line item or a small package at a time for consideration. However, the move was successful as the Senate voted 30-10 to override all the Governor’ s budget vetoes. The House took a closer took at the vetoes and felt some had merit. Therefore, the House established a smaller package of items to take up the override. The House was unsuccessful at first of reaching the required 2 / 3 majority, but after a motion to reconsider was made the House successfully voted 88-34 to override the Governor’ s vetoes on the package of budget items.
INSURANCE BILLS
Below includes the final packages of insurance bills submitted to the governor. Many of these items, but not all, were parts of the Department’ s legislative agenda. These three packages were assembled in conference negotiations from the many insurance bills that the legislature considered this session. These three measures were all approved by Governor Kelly and will become effective upon publication in the statute book.
