The Department has worked with industry groups to introduce a bill that establishes a new , tiered financial examination fee schedule . The bill will provide regulatory certainty to insurers by creating an overall cap for both Department expenses as well as contractual services , The new fee schedule will help ensure strong state-based regulation and consists of seven tiers that correlate with an insurer ’ s annual gross premium written and better fits the varying sizes of Kansas domestic companies .
Another bill we introduced this year reduces the number of members on boards I appoint as Commissioner . This bill will create further efficiencies and cost savings by bringing the operations of these boards in line with what is necessary to conduct their business , all while helping ensure active , engaged board members with the appropriate industry expertise .
Finally , the Protect Vulnerable Adults from Financial Exploitation Act , will help protect the most vulnerable Kansans from fraud . This bill makes it easier for financial professionals to report financial exploitation to authorities dedicated to preventing it — Adult Protective Services and the Securities Division at the Kansas Department of Insurance . Second , the bill allows the professional to slow a requested transaction or disbursement down long enough to verify its legitimacy . This bill will not only empower investors to protect their clients ’ interests in Kansas , but also protect the most vulnerable Kansans from financial ruin .
