is being renewed by a group affiliated insurer. Notice
could be satisfied by the delivery of the new policy to the
insured. The KAIA testified to ensure that the bill include
notice be made to the agent of record. The bill also
amends provisions in the Insurance Code pertaining to the
procedure for payment of proceeds of certain insurance
policies by cities and counties.
EPO Insurance Product
The Governor approved a bill that permits health carriers
to offer an insurance product that requires some or all of
the health care services to be rendered by participating
providers, but requires emergency services to be covered
even if not delivered by a participating provider, commonly
referred to as an exclusive provider organization (EPO)
product. The bill takes effect upon publication in the
Kansas Register.
WHAT’S AHEAD
Special Session? – The Kansas Supreme Court ruled that
the legislature was not equitably funding K-12 schools and
ordered them to appropriately alter funding or the Court
would order schools closed on July 1, 2016. The legislature
made adjustments this Session to the block grant funding
in an attempt to address the Court’s concerns. The Court
heard oral arguments in May and will likely render a
decision in June. If the Court deems the changes to address
equity weren’t adequate, the legislature will likely need to
return for a Special Session.
Elections – All 165 Kansas legislative seats are up for
election this year. The field of candidates will shape up
after the June 1st filing deadline and following the August
2nd Primary Election. The KAIA staff and Government
Affairs Committee will begin collecting information on
candidates. But, we encourage you to visit with candidates
and tell them what is important to you as an insurance
agent/broker and small business owner. Please share with
the KAIA any feedback you have on candidates, particularly
new candidates. More importantly, get out and vote for
candidates that support our industry!
