JT : What are your views on the progress of the Turkish prison and probation system reform and how has it been influenced by the coup attempt of July 2016 ? ..........................
EY : With the introduction of our new execution of penalties and security measures in 2005 , innovations that began in our penitentiary system have gained tremendous momentum . We have made our prisons , our workshops , our training centers , our probation and all other units more modern and constantly renewing units , because we will not be able to implement a healthy execution regime without a proper infrastructure . Apart from the physical regeneration in the institutions , significant changes were made in the policy towards the staff , which is the most important element in increasing the quality of execution ; we place great importance on staff training . In our Training Centers , which are established in five different locations in Turkey , staff who are continuously trained are educated by experts in many fields , especially human rights . Today , in our prisons , there are 55.000 staff in various titles .
We regard that it is not as an option for prisoners to be benefited from training and rehabilitation activities , it is one of the basic functions of the institution . Thanks to the use of developing technology , significant steps have been recorded in education and training studies . Within the scope of the EU projects , 10 projects have been passed through and the integration of our contemporary execution system has been ensured . A strong education and rehabilitation process is being carried out in cooperation with universities and other ministries as well as many institutions and organizations . Our probation system has made great progress in the past 12 years and it has become an important and indispensable part of our penal execution system . At the present time , probation services and protection boards in 139 places , where the justice commission is located , continue their activities .
The July 15th 2016 events are the most treacherous terror organization the history of mankind has ever seen . The number of people who are arrested and under judicial control has increased with the legal process initiated because many members of the treacherous terrorist organization infiltrate to the institution . There has been a partial impact on the number of our staff due to the fact that our Ministry has been staffed in the past among those who have been expelled from office and exported . However , due to the measures taken , recruitment of staff , and the dedication of existing staff , this situation has been prevented from becoming a serious crisis . Our execution system has successfully survived this numerical trauma .
JT : ¿ Cuál es su punto de vista sobre el progreso de la reforma del sistema penitenciario y de libertad condicional turco y cómo ha sido influenciado por el intento de golpe de julio de 2016 ?
EY : Con la introducción de nuestra nueva ejecución de sanciones y medidas de seguridad en 2005 , las innovaciones que comenzaron en nuestro sistema penitenciario han ganado un tremendo impulso . Hemos hecho que nuestras prisiones , nuestros talleres , nuestros centros de formación , nuestra libertad condicional y todas las demás unidades sean más modernas y constantemente estamos renovando unidades , porque no podremos implementar un régimen de ejecución saludable sin una infraestructura adecuada . Aparte de la regeneración física en las instituciones , se introdujeron cambios significativos en la política hacia el personal , que es el elemento más importante para aumentar la calidad de la ejecución ; damos gran importancia a la capacitación del personal . En nuestros Centros de Formación , que están establecidos en cinco lugares diferentes en Turquía , el personal está continuamente formado y educado por expertos en muchos campos , especialmente los derechos humanos . Hoy , en nuestras cárceles , hay 55.000 empleados con varios títulos .
Consideramos que no es una opción que los presos se beneficien de actividades de capacitación y rehabilitación , sino que es una de las funciones básicas de la institución . Gracias al uso del desarrollo tecnológico , se han registrado importantes pasos en educación y formación . En el marco de los proyectos de la UE , se han aprobado 10 proyectos y se ha asegurado la integración con nuestro actual sistema de gestión . Se está llevando a cabo un fuerte proceso de educación y rehabilitación en cooperación con universidades y otros ministerios , así como con muchas instituciones y organizaciones . Nuestro sistema de libertad condicional ha hecho grandes progresos en los últimos 12 años y se ha convertido en una parte importante e indispensable de nuestro sistema de ejecución penal . En la actualidad , los servicios de libertad condicional y los consejos de protección en 139 lugares , donde se encuentra la comisión de justicia , continúan sus actividades .
Los eventos del 15 de julio de 2016 son la organización de terror más traicionera que la historia de la humanidad haya visto jamás . El número de personas arrestadas y bajo control judicial ha aumentado con el proceso legal iniciado porque muchos miembros de la organización terrorista traicionera se infiltran en la institución . Ha habido un impacto parcial en el número de nuestro personal debido al hecho de que en nuestro Ministerio ha habido personal , en el
