Nothing Much Changed with Jakarta?
t seems not easy to access the information on
the Jakarta provincial government’ plan on
Jakarta bay. In fact, a big developer has hold
booths and offered residential plots as well
as a business center on north coast of Jakarta
reclamation completed with very detailed mockups.
As we know, the governor of DKI Jakarta has
launched the construction of the Giant Sea Wall
(GSW) a.k.a. giant sea dike estimated to be worth
hundreds of trillions rupiah. This project is indeed a
noble idea as it seems, so that the people of Jakarta and
surrounding areas do not experience seasonal flooding
every year and it can be used to produce clean water
and at the same time schemed for a waterfront city.
But the impression captured in public is still not
clear. Is GSW effective to counter floods or is it on the
other hand to lend support to the resort area in north
Jakarta? Therefore, dealing with the giant project of
GSW, it is the time for the government to reshuffle the
development paradigm.
The impression of avoiding public consultation is
still strongly sensed. The paradigm merely considering
the construction on physical outcomes should have

been deprived by the duet leaders of Jakarta,
Jokowi-Ahok. Public consultation must be taken as
part of the development process. GSW and Jakarta
spatial plan should have been opened as wide as
possible, not only for the consumption of academic
and entrepreneurs.
GSW is the true legacy of the previous
governor of Jakarta. Public certainly hopes the new
governor of Jakarta uses different approaches by
no longer continuing this megaproject secretly.
Beaches and coastal areas in the country are
solemnly regulated in the particular regulations.
It is for the sake of hindering the development
in those areas destroying or altering existing
ecosystems and social conditions of the
people around. It is OK for Jakarta Provincial
Government to have a dream of building a
luxury area as in large cities of the world, but the
impression of being exclusive must totally be
expelled.
