Two additional SBA partners offer resources for women and veterans in Rhode Island . The Veterans Business Outreach Center provides entrepreneurial development services such as business training , counseling , and resource referrals to transitioning service members , veterans , National Guard and Reserve members , and military spouses . The Center for Women & Enterprise offers consultations , workshops and networking opportunities to empower women who want to start , grow and expand a small business .
